About GOBARdhan
GOBARdhan (Galvanizing Organic Bio-Agro Resources Dhan) is an umbrella initiative launched in 2018 under the Swachh Bharat Mission–Grameen (SBM-G) framework to convert cattle dung and other biodegradable waste into clean energy and organic manure, embodying the waste-to-wealth principle.
Key Facts
- Launch: 2018, under Swachh Bharat Mission–Grameen (SBM-G)
- Nodal Ministry: Ministry of Jal Shakti, through the Department of Drinking Water and Sanitation (DDWS) for its SBM-G component
- Core Objective: Convert cattle dung and other biodegradable waste into useful resources such as:
- Biogas
- Compressed Bio-Gas (CBG)
- Bio-slurry / organic manure
- Feedstock: Animal dung, crop residue, kitchen/food waste and other organic waste
GOBARdhan under SBM-G Phase II
- GOBARdhan is an important component of Solid Waste Management under SBM-G Phase II, supporting villages in converting biodegradable waste into biogas and bio-slurry.
- Financial assistance of up to ₹50 lakh per district is available for community and cluster-level biogas plants for the programme period 2020–21 to 2026–27.
- It encourages Gram Panchayats and local institutions to participate in decentralised waste-to-energy solutions.
Economic and Environmental Impact
- Seeks to scale up Compressed Bio-Gas (CBG) production 10-fold.
- Expected to save over ₹40,000 crore in fuel imports.
- Expected to add more than ₹75,000 crore to GDP.
- Expected to generate over 1.5 lakh jobs.
Significance for Farmers
- By converting agricultural and organic waste into energy and manure, the scheme creates additional economic opportunities for farmers.
- Supports the transition of farmers from "Annadatas" (food providers) to "Urjadatas" (energy providers).
- Provides an alternative to stubble burning and supplements farm income through sale of biogas/CBG and bio-slurry.
Broader Significance for India
- Energy security: Substitutes imported fossil fuels (natural gas/LPG) with domestically produced CBG, reducing import dependence.
- Climate benefits: Captures methane from decomposing organic waste, reducing greenhouse gas emissions.
- Sanitation linkage: Integrates cleanliness goals of SBM with energy production.
- Soil health: Bio-slurry serves as organic manure, reducing dependence on chemical fertilisers.
- Circular economy: Converts waste streams into value-added products, closing resource loops in rural areas.
